The Town of Rocky Mount and Franklin County saw opportunity in repurposing a vacant, county-owned building in downtown Rocky Mount for economic development. Creative EDC conducted a feasibility study that analyzed the highest and best use of the building and how it could support the economic development goals of the town and county. The feasibility analysis researched demand for incubation, cowork, and agri-business space and the suitability of the building for a range of possible uses. Demand was investigated through surveys of businesses, remote workers, and farmers. The consulting team also researched local, state, and national economic trends. Building suitability was analyzed based on former use, layout, location, cost of repurposing to other industry sectors, and proximity to amenities.
